In 2010 the Citizens Network continued to work closely with the Council of Europe on the overall implementation of the Code of Good Practice for Civil Participation in the Decision-Making Process. CEE CN director, Chuck Hirt, was appointed as a member of the three member “Expert Committee” which had responsibility for the strategy and assessment of the Code implementation. On June 6 – 7, 2011 Chuck was able to attend a conference in Budapest which was hosted by the out-going President of the EU on the topic of building Civil Society. One of the topics at the conference was the Code of Good Practice and Chuck was invited as a member of the panel to talk about what our Network has been doing to help with implementation. There was a lot of support and appreciation expressed for the work that has been done by CEE CN. |

Chuck Hirt and Mate Varga attended the Conference of INGO of the Council of Europe that was hold in Strasbourg on January 26 - 30, 2009. The main thing was that they made considerable progress about plans for European Local Democracy Week and Citizens Participation Week coordination. ELDW was launched by the Congress of Local and Regional Authorities in 2007and every year would involve more and more cities and regions. It always took place in October to celebrate the date of the opening for signatures of the Charter on Local Self Government. The objectives is to raise awareness of local councillors on local democracy and to remind citizens of the European context in which they lived.

CEE Citizens Network received INGO's participatory status with the Council of Europe as from 28 December 2007.
INGO sessions
The first INGO session, where representative of CEE Citizens Network was invited, took place from 21 to 25 January 2008 in Strasbourg. CEE Citizens Network was represented on this meeting by Csaba Madarasz from Hungary. On April 14 - 16, 2008 Chuck Hirt attended the second meeting. He actively participated in Commission on Democracy and Civil Society.
After learning about the plans of Council of Europe to initiate the European Local Democracy Week, we thought that there might be some value in possibly better coordinating our efforts and with expectation to become a partner for that event we accepted the invitation to
