A look from Central and Eastern Europe
Chuck Hirt - Director of Central and Eastern European Citizens Network
Twentieth anniversary
This year marks the twentieth anniversary of the change from socialism to a democratic system in Central and Eastern Europe. This change came with great hopes, enthusiasm and energy. Today the reality is marked more by words such as fatigue, frustration and lack of trust. Many find themselves disappointed by the changes and unsure how to maneuver in this new environment. There of course is a basic struggle to survive. There are some being left behind in all these changes. Citizens are certainly in this category.

This project is implemented by the Association of the Local Democracy Agencies, a non-governmental organization supported by the Council of Europe and the European Commission, together with its member Region Istria, Croatia.
The aim of the project is promoting the participation of citizens through their involvement in "citizens' panels", groups of "ordinary" people who have hardly the opportunity to be in touch with the European institutions. The project is implemented in Italy, Malta, Croatia, Bulgaria, Spain, Slovakia and Denmark and constitues a follow-up of the pilot project "EURaction: Citizens acting for Europe" implemented in 2007.
The role of CEE Citizens Network in this project is to help with the dissemination and visibility of the project's actions and outcomes through our network in Central and Eastern Europe.

It always took place in October to celebrate the date of the opening for signatures of the Charter on Local Self Government. One of the main problems acknowledged at EU level is the gap between its institutions and citizens. Despite the fact that it has been widely discussed and solutions have been sought for, the issue is still there and there are no clear signs that will soon disappear; the European elections held this year represent another concrete proof. Although both European Institutions and Civil Society Organisations have initiated various actions targeting this problem, they have not achieved a significant impact, one of the reasons being that most of them are rather fragmented, do not reach a high number of citizens or institutions and consequently are not visible.
